The Government of Ireland International Education Scholarship (GOI-IES) programme is now open for 2025 applications. This prestigious initiative supports exceptional international students in undertaking one year of full-time study at NFQ levels 9 or 10 (master’s, postgraduate diploma, or PhD) in Ireland.
About the GOI-IES Programme
Managed by the Higher Education Authority (HEA) and funded by the Irish Government in partnership with Irish Higher Education Institutions (HEIs), the programme awards 60 scholarships annually to students demonstrating:

- Commitment to Global Engagement
Scholarship Benefits
Successful applicants will receive;
- A €10,000 stipend for one year of full-time study.
- Full tuition fee waiver from the host Irish HEI.
- Study commencing in September or October 2025.Eligibility Requirements
To qualify, applicants must:
- Residency: Reside outside the EU/EEA, Switzerland, and the United Kingdom
- Programme Admission: Hold a conditional or final offer for a master’s, postgraduate diploma, or PhD programme at an eligible Irish HEI. .
- Previous Awards: Not have previously received a GOI-IES scholarship.
- Nationality Restrictions: Applicants from Russia or Belarus are not eligible.
Application Process
Steps to Apply:
- Apply to an eligible Irish HEI and secure an admission offer.
- Submit your GOI-IES application via the online portal.
- Include the following.
- Two references, uploaded through the portal.
- A well-prepared application showcasing academic achievements and alignment with the programme’s goals.
Important Note: Submit your application early to avoid technical issues. Late submissions will not be accepted.
Evaluation Criteria
Applications will be assessed based on:
- Academic Excellence: Outstanding performance in previous studies.
- Communication Skills: Clear articulation of goals and aspirations.
- Extracurricular Engagement: Participation in arts, sports, humanitarian efforts, or other leadership activities.
