Are you an ambitious student from a non-EU country looking to pursue higher education in Europe? The Romanian Government, through the Ministry of Foreign Affairs (MFA), is offering fully funded scholarships for undergraduate, master’s, and PhD programs at accredited Romanian universities.
Why Choose This Scholarship?
This program covers tuition fees, accommodation, and a monthly stipend for successful candidates. It also includes a preparatory year for Romanian language studies (except for doctoral students opting for English/French programs).
Eligibility Criteria
Who Can Apply?
Foreign citizens from non-EU countries who:
- Have completed previous studies from recognized institutions
- Meet the minimum academic performance requirement (equivalent to at least a 7/10 GPA or “Good” grade)
- Submit a complete application file within the deadline
Who is NOT Eligible?
- Citizens of Romanian origin or part of historical Romanian communities
- Individuals seeking asylum or stateless persons in Romania
- Members of diplomatic/consular staff in Romania
- Beneficiaries of other Romanian government scholarships for the same study cycle
Available Study Levels
- Bachelor’s Degree: 3-6 years, depending on the specialization
- Master’s Degree: 1-2 years
- PhD: 3-5 years (requires prior approval from a Romanian doctoral supervisor)
Exclusions: Scholarships are NOT available for Medicine, Dental Medicine, or Pharmacy.
Language of Study
- Undergraduate & Master’s: Romanian (includes a free one-year preparatory Romanian language course)
- PhD: Romanian or a foreign language (English/French) based on university requirements
- Exemptions from Language Preparatory Year
- Completed at least four consecutive years of study in Romanian
- Hold a Romanian language certificate (minimum B1 level)
- Pass the Romanian language proficiency test
